SIGNIFICANT SCHEMES

  • SlSIGNIFICANT SCHEMES UNDER SECONDARY EDUCATION DEPARTMENT

    'AAROHAN', for mentoring and monitoring of talented students from the remote, rural and poor families:

    Government has initiated a series of ambitious programmes to improve the quality of Secondary Education segment. 'AAROHAN', is one such initiative, for the identification of talented students from the remote, rural and poor families for the mentoring and monitoring of their academic career. A web portal on 'Aarohan' has already been launched.

    'SAPTADHARA' under RMSA:

    This is a unique scheme for imparting education specially in extracurricular activities and for providing an opportunity to every young child to explore Global knowledge on skill based innovative teaching learning tactics.

    The programme :-

    Under the auspices of mission for excellence SAPTADHARA, all schools , school to colleges and at a later stage in the Uniiversities across Assam will have to focus various areas of Education, art and kowledge for the manifold progress of the youth. These areas of focus are known as Band/Cluster/Spectrum/Continuum/ Symphony of activities (Dharas).

    Activities under SAPTADHARA :-

    (i) Gyan Dhara (knowledge Band):
      (a) Acquiring knowledge
      (b) Teaching based on Text books
      (c) Regular Classroom tansactions
      (d) Maintaing regulrity in teachings
      (e) Complition of Course curriculur

    (ii) Upasthapan Dhara (Presentation Band) :
      (a) Teacher- Symbol of respect and perfection
      (b) Being role model- Teacher's attitude has been recognised as a significant factor in the learing process and ultimate success in the classroom. Inspire the students by the way they live their lives.

    (iii) Gaurav Dhara (self esteem):
      (a) Being proud of oneself
      (b) Self Esteem- Pride and self confidence come from healthy self esteem, the positive beliefs that you hold about yourself. Identify, focus

    (iv) Sukumar Dhara :
      (a) Sangeet
      (b) Nritya,
      (c) Games & Sports

    (v) Rang Kala , Natya Dhara:
      (a) Yoga,

    SAPTADHARA scheme has been implemented in 324 Higher Secondary Schools and 51 Junior Colleges across the State. The list of schools are attached.

    Repository of educational recordes-

    Govt of Assam has proposed an electronic platform for creation of repository of educational records of students for easy maintenanace and instant access to all stake holders with due permission. project proposal Prepared by AEDC Ltd. (AMTRON) for selection of agency for design, development, implementation and support to develop online school information system for High & Higher Secondary Schools under Secondary Education. The programme is yet to be implemented.

    Distribution of free bicycles to BPL Girls students upto Classs-X studying in Govt. and provincialized High/Higher Secondary School”:

    With an objective of reducing the dropout rate of Girls students at Secondary level and to increase enrollment of Girls, Govt of Assam is providing free bicycles to school going Girls up to Class-X studying in Govt. and provincialized High/Higher Secondary Schools. Increasing Mobility and Socialization are the positive outcomes that has been observed amongst the school going girls. This has resulted in easy transportation for the Girls.

    The scheme is implemented by the Director of Secondary Education, Assam, Kahilipara. The beneficiaries are selected by the Inspector of Schools during every financial year and forwarded to the Directorate of Secondary Education, Assam. The fund is released to the Directorate of Secondary Education, Assam for distribution of bicycles to the Girls students in each district of Assam through the Inspectors of Schools.

    Waiving of Admission Fees for the students in Class XI in all Higher Secondary Schools/Colleges provided that the income of their parents is below or Rs.1.00 lakh (Rupees one lakh) only per annum from all sources.

    Government of Assam in the Secondary Education Department decided that, no provincialized / Government Higher Secondary Schools and Junior Colleges of Assam will take fees including admission fees, tuition fees and any other fees from the students who will take admission in the HS 1st year provided that the income of their parents is below or Rs.1.00 lakh (Rupees one lakh) only per annum from all sources, subject to the following terms and conditions.

    1. The Principals will take certificate regarding income of parents as follows :-

    a) If the parents work either in State or Central Government then their monthly salary slip will have to be produced while taking admission in School/Junior Colleges.
    b) If the parents are working in private organization then the salary slip from employer indicating that their salary is not above Rs.1.00 lakh (Rupees one lakh) only.
    c) If they are not working either in Government or in any private institution or organization then the certificate from the Circle Officer or Mouzadar will be considered.
    d) In addition to the above three conditions, if the principal and the admission committee in their wisdom feel that the income of a particular student or students is below Rs.1.00 lakh (Rupees one lakh) only, then also concerned Principal can give free admission to these students.

    2. After the admission procedure is over, the concerned School/ Junior College will give a detailed accounts of the revenue loss to the Director Secondary Education for reimbursement.

    3. After receipt of the accounts from the School/Junior College, the Director of Secondary Education will compile School/ Junior college-wise compensation and furnish the proposal to the Government for reimbursement.
    A total 203435 nos of students are covered under the scheme during 2016-17.

    Distribution of Free Textbooks: Govt of Assam in Secondary Education Department, for the first time, decided to provide free text books to the students of Class IX &X for the academic year 2017-18. During 2017-18 it has been decided to implement the scheme on an extended scale, covering the students of Class-XI & XII also from the academic year 2018-19.

    Objective: To increase enrollment in provincialised schools of the State and to reduce dropout rate.

    Target Group: The target group of the scheme is all the students studying in class IX and X irrespective of income of parents. The Scheme will cover all the Govt/ Provincialised High Schools and Higher Secondary Schools, Provincialized High Madrassas and Senior Madrassas including Non-provincialized(recognized) Madrassas, all Tea Garden/ Local body schools, all Model Schools under RMSA, Assam and all Non-Provincialized schools who are getting Financial Incentive at any one point of time.

    Assessment of Books: The assessment of books as per medium of instruction is done by the Director of Secondary Education, Assam in consultation with the Board of Secondary Education, Assam(SEBA) and Assam Higher Secondary Education Council(AHSEC)

    Implementing Agency: The “Assam State Textbook Production and Publication Corporation Ltd” is the agency entrusted for printing and distribution of free Text Books.

    Total 10800000 nos of free textbooks have been distributed amongst 766100 nos of students of Class-IX &X through the Inspectors of Schools in the Districts of Assam.

    Waiving of Examination fees and centre fees for poor students appearing in HSLC and HSSLC examinations:

    During the year 2016-17 the new Govt. decided in principle to exempt the fees payable to the Assam Higher Secondary Education Council for appearing in the Higher Secondary Examination and Board of Secondary Education Assam for appearing in the HSLC Examination/AHM Examination from the Government/ Provincialised/ Recognised Venture School/Colleges for the Students whose annual income of their parents taken together from all sources is below or Rs.1.00 Lakh only.

    Govt. have decided to continue the scheme during Financial Year 2017-18 on an extended scale. In addition to the Examination fees, centre fees will also be waived for the poor students appearing in HSLC and HSSLC examinations provided that annual income of their parents taken together from all sources is below or Rs 1.00 Lakh.

    For exempting the examination fees & center fees of the student the parents have to declare his income and the student will be eligible only if the income from all sources of the family is Rs 1.00 Lakh or below. In support of the claim, the parent has to furnish some supporting evidence. The concerned head of the institution after examining the claim will allow the fees exemption of the student.

    A total 393688 nos of students are covered under scheme during 2016-17.

    Anundoram Barooah Cash or Laptop Award Scheme:

    Govt of Assam is providing Laptops and cash award in lieu of Laptops to the meritorious students securing 1st division in the HSLC and High Madrassa Examination of SEBA and 10th standard examination held under State Madrassa Education Board, Assam and Sanskrit Board Assam under 'Anundoram Barooah Cash-cum Laptop Award Scheme'.

    This scheme was planned for motivating and inspiring the students for better performance and to have first hand experience with Information and Communication Technology.

    However, from this year onwards laptops and cash award will be provided to those students who secure 'Star marks' in the HSLC and High Madrassa Examinations.

    The Assam Electronics Development Corporation Ltd. (AMTRON) is the nodal Implementing Agency for the scheme under the guidance of Secondary Education Department.

    The implementing agency will advertise in leading dailies of Assam inviting applications from students willing to avail cash award in lieu of Laptop package. The interested students will have to apply for the cash award in lieu of the Laptop to the Managing Director, AEDC Ltd. (AMTRON), Industrial Estate, Bamunimaidan, Guwahati-21 through the Head of the Institution with Bank A/c No. of the student. The students whose applications are received on or before the last date specified in the advertisement, will only be eligible for cash award under the scheme.

    AMTRON makes arrangement to deliver/distribute the Laptops and other Equipments to the awardees at every District Headquarter of Assam.

    Establishment of 100 new schools in tea garden areas by upgrading existing LP and UP schools to High Schools up to Class-X in a PPP mode:

    This is a new scheme announced by the Hon'ble Finance Minister during his Budget announcement,2017-18.

    Due to limited high schools in the tea garden areas, a large number of students leave schools midway. In order to facilitate the completion of school education and to reduce the dropout rates, Government has decided to establish 100 new schools in these areas by upgrading existing LP and UP schools to High Schools up to Class-X in a PPP mode with experienced non-government societies.

    Introduction of Tele-Education through Virtual Classrooms:

    This is a new scheme announced by the Hon'ble Finance Minister during his Budget announcement,2017-18.

    The quality of education in some of the educationally backward areas remain a matter of concern. The main reason behind this is the lack of skilled teachers. Therefore, this year Secondary Education Department has proposed to introduce Tele-Education through Virtual Classrooms. The primary objective of this scheme is to inculcate concept based learning by way of interaction through Satellite System covering the core subjects of English, Science, & Mathematics from Class-VI- X. With the introduction of this innovative teaching learning process, both the teacher and pupils will be benefited.

    Waiving of school affiliation fees:

    This is a new scheme announced by the Hon'ble Finance Minister during his Budget announcement,2017-18.

    Government will provide a fund of Rs 50,000/- per annum to each school through the Rashtriya Madhyamik Siksha Abhijan, Assam. In addition to this, from this year onwards, Govt. will provide an average of Rs 25000/- per annum to each school.

    Construction of boundary walls in the examination centres of HSSLC/HSLC examination.:

    This is a new scheme announced by the Hon'ble Finance Minister during his Budget announcement,2017-18.

    Govt of Assam in Secondary Education Department has incorporated a new scheme for construction of boundary walls in the examination centres of HSSLC/HSLC examination in support of untied additional fund from the Hon'ble MLA's

    Infrastructure development of Schools which are more than 100 years old:

    This is a new scheme announced by the Hon'ble Finance Minister during his Budget announcement,2017-18.

    This year Government has proposed to provide financial support of Rs.50 lakhs each for the infrastructure development of deserving Secondary Schools which are more than 100 years old.

    Various Scholarship schemes:

    (i) Pre-Matric and Post- Matric Scholarship to the Meritorious BPL Students under Chief Minister’s “Assam Bikash Yojana Scheme”: Under this scheme scholarship are paid to the meritorious BPL Students studying in class IX and X (Pre-Matric) and class XI- XII (Post- Matric) @ Rs. 300/- and Rs. 350/- per month respectively. From the year 2015-16 the amount of scholarship has been enhanced to Rs. 400/- and 500/-.

    Implementation of GUNOTSAV:

    Govt. of Assam has also decided to implement the Gunotsav in all the Govt/Provincialized High/ High Madrassa schools across the state as done in the Primary and Upper Primary level. The detail plan for implementation of Gunotsav is under process. There may be two types of evaluation- one for academic evaluation of the three core subjects i.e. English, Science and Mathematics and another for co-curricular activities done in the schools. The infrastructure given in the schools will also likely to be identified through the Gunotsav programme.

    The college teachers (districtwise) will be identified for the external evaluation.

    The following activities have been proposed to be included in the evaluation process during Gunotsav programme.

    1) Tree plantation in the schools.
    2) School responsibility undertaken by the schools.
    3) Holding of school week in the school.
    4) Establishment of book bank in the schools.
    5) Involvment of a teacher in organizing debates, music, dance competition etc.
    6) Linkage of the school with primary and upper primary schools .
